About the Role:
Under the general direction of the IT Business Analysis Manager, the IT Business Analyst collaborates with stakeholders across various business units and external partners to define and document business processes and software requirements for health plan initiatives. This role is responsible for evaluating and validating new and existing functions, analyzing end-user issues, and supporting processes through standardized tools, workflow analysis, and testing to ensure that end-user requirements are effectively met.

Key Responsibilities:
  • Utilize requirements development processes to elicit, analyze, specify, and validate business partner requirements.
  • Apply a requirements management methodology to store, trace, and baseline requirements.
  • Act as a business partner to ensure requirements align with the objectives of the business sponsor.
  • Use structured analysis and data management techniques to define test cases and ensure deliverables are met.
  • Collaborate with stakeholders, including subject matter experts, executives, operational users, and technical teams, to document requirements for technical solutions.
  • Support project vision development and drive scope, including determining appropriate technology solutions.
  • Develop and analyze functional and non-functional requirements for technology solutions according to the Software Development Lifecycle (SDLC) and internal standards.
  • Elicit requirements by conducting stakeholder interviews, reviewing existing business documentation, and analyzing data models and processes.
  • Identify and resolve conflicting stakeholder perspectives and assess the impact on technology solutions.
  • Maintain artifacts related to use cases, functionality issues, and data documentation.
  • Communicate effectively with stakeholders at various levels to clarify requirements and system functionality.
  • Analyze proposed system enhancements and provide recommendations on feasibility based on potential impacts.
  • Lead the development of requirements, including planning and determining elicitation approaches.
  • Identify scope changes and assess potential impacts on requirements and other technology solutions.
  • Recognize gaps or underlying issues through requirements analysis and propose resolution options to stakeholders.
  • Provide responses to development and testing teams regarding requirements and functionality.
  • Stay current with trends in business analysis and IT solution development.
  • Translate business objectives into system requirements for development teams.

Qualifications:
Education:
  • Bachelor's degree in Computer Science, Information Technology, Business Administration, or a related field (or four years of additional relevant work experience in lieu of a degree).
Experience:
  • Minimum of three years of relevant experience.
Technical Skills:
  • Proficiency in tools such as Microsoft Word, Excel, PowerPoint, Visio, and email programs.
  • Strong analytical skills with the ability to assess complex business needs.
Soft Skills:
  • Ability to drive collaboration and influence team environments.
  • Strong negotiation and influencing skills.
  • Excellent written and verbal communication skills, including the ability to facilitate meetings effectively.

  • Ability to travel as needed across different regions.
